The Ministry of Health and Social Protection has the mission of drafting and implementing policies and development strategies in the health care sector, is responsible for regulating healthcare services and for coordinating work among all stakeholders, both within and outside the care system who contribute and intend to guarantee the constitutional right set forth in Article 55 of the Constitution of the Republic of Albania. It also has the mission of guaranteeing constitutional rights for social protection and inclusion, social care and equal chances.

With the creation of the Albanian state (1912), health was not a constituent sector in the new government. The government led by Ismail Qemali appointed its representative, Demeter Berat, to cover the media and health problems.

In 1914, the government created by Prince Vidi built a new structure, entrusting healthcare to Minister of Education Mihal Turtulli. After the collapse of the government and the launch of World War I, the health sector did not recognize development and special structure.

In 1920 with the government of the Lushnja Congress, the structure of the General Directorate of Health was established, which functioned as such until 1944.

In 1944 DPSH became the Ministry and for the first time the Ministry of Health was established. The Ministry had its structure with 21 employees and 175 Albanian and foreign doctors practicing the activity throughout the country.
