On June 8, 1990, Law 16,112 of May 30 of the same year was published in the Official Gazette, which determined the creation of the Ministry of Housing, Territorial Planning and the Environment, as well as its powers.

Design and implement participatory and integrated public policies on housing, environment, territory and water, to promote equity and sustainable development, contributing to the improvement of the quality of life of the inhabitants of the country.
