About

The Department of Industry's mission is to develop and implement government policy in the areas of industry, agri-food, industry-related services, energy, mining, industrial cooperation and industrial, energy and mining safety.

Specific responsibilities of the Ministry  :

 

1- In industry and related services to industry, the Ministry of Industry is responsible for:

to define the guidelines for industrial development and services,
to define and implement government policy in the field of upgrading the industry and improving the competitiveness of the industrial product,
to carry out the necessary studies for the development of the upgrade programs,
to promote, organize and regulate the sector of industry and services,
guide, monitor and control investments in manufacturing and services,
to promote subcontracting in the aforementioned sectors,
to ensure the development of a competitive environment conducive to the promotion of industrial activity,
develop prospective studies on the competitiveness of Tunisian industries,
to control industrial production quantitatively and qualitatively,
to ensure the improvement of the quality of the products,
promote modern technology to improve and develop productivity in collaboration with stakeholders,
to participate in the development of sectoral technology plans,
carry out studies on innovation and industrial change in collaboration with the departments and bodies concerned,
Acting for the acquisition and transfer of technology in collaboration with the departments and agencies concerned.
to provide the necessary assistance to the activity of the services,
develop and implement legislation and regulations related to industry and related services.


2- In the agri-food industry, the Ministry of Industry is responsible for:

to develop and implement government policy in the field of agro-food industry in collaboration with the relevant departments,
to develop and implement legislation and regulations relating to the agri-food industries,
to ensure the establishment of agribusiness infrastructure development strategies,
to supervise agribusiness, diversify and make competitive agri-food products and generally to modernize the agribusiness sector,
to participate, in collaboration with the departments and agencies concerned, in the development of quality standards for agri-food products.


3- In terms of technology, the Ministry of Industry and Technology is responsible for:

monitor the implementation of state policy in the field of innovation and technological development,
to develop and monitor the implementation of programs promoting technological innovation, in collaboration with the organizations concerned,
to participate with the ministries concerned in the development of training programs in the field of technology and innovation management,
develop sectoral technological capacity development plans,
to participate in the development of studies on the development and transfer of technology,
to follow the research programs applied to the industry. to supervise the companies of the technology centers and sectoral technical centers,
to study the files relating to applications for the granting of the premiums granted for investments made in the field of innovation and technological development,
to issue to financing organizations, following their request, a certificate certifying the technological and innovative content of the creation or extension projects of companies they finance. The procedures and criteria for granting such certificate are set by order of the Minister of Industry and Technology.


4- With regard to the promotion of small and medium-sized enterprises, the Ministry of Industry is responsible for:

to monitor the implementation of state policy in the field of encouraging the creation of small and medium-sized enterprises,
prepare and monitor the implementation of support programs for small and medium-sized enterprises,
prepare and monitor the implementation of the financial restructuring programs of small and medium-sized enterprises,
to ensure that Tunisian regulations on small and medium-sized enterprises are adapted to international regulations,
Participate in benefit management committees for small and medium-sized businesses in the industry and service sectors
to ensure the mobilization of funds for small and medium-sized enterprises domestically and internationally,
inform and guide small and medium-sized businesses,
to implement state policy in the field of recovery of companies in economic difficulties,
to supervise the national observatory of companies in economic difficulties responsible for collecting, processing and analyzing information relating to these enterprises,
to direct the transfer of the economic enterprises and to participate in the transfer operations in collaboration with the various organizations, services and parties concerned and to facilitate its procedures.


5- With regard to energy, the Ministry of Industry is responsible for:

to promote research and the rational exploitation of the country's energy resources and to ensure the country's energy coverage,
to draft the legal texts in energy matters,
to ensure the application of the regulations and conventional frameworks relating to the research and exploitation of hydrocarbons and other sources of energy,
to negotiate with the companies and to file the allocation of exploration licenses and concession agreements for the exploitation of hydrocarbons, to the government,
to elaborate the projects of development of the energetic sectors,
to monitor the rationalization of the exploitation of energy sources,
to ensure the optimization of the production of hydrocarbon deposits, and to ensure the disposal of energy products under the best commercial conditions,
to stimulate and promote the use of new sources of energy,
to implement a policy of energy saving and substitution of conventional energies for new and renewable energies


6- In mining and geology, the Ministry of 
Industry is responsible for:

to elaborate the laws and regulations in the 
field of mining and geology and to ensure their application,
to study and control mining research programs, renewal of reserves, and geological mapping,
to propose to the Government, the granting of exploration licenses, operating licenses or mineral deposit concessions, to draw up the relevant agreements and to ensure their application and the conservation of mining titles,
to ensure the development, promotion and realization of development programs in the aforementioned sectors,
to ensure the rationalization of the exploitation of the national mineral resources, the preservation of the deposits, the optimization of the integration and to ensure the sale of the products under the best commercial conditions,
to participate in the drafting of legal texts relating to safety in mining operations and to ensure their application.


7- In the field of industrial cooperation, the Ministry of Industry is responsible in particular for:

to study and monitor Tunisia's industrial relations with foreign countries, industrial groups and international organizations,
to participate in the work of the mixed commissions.


8- With regard to studies and planning, the Ministry of Industry is responsible for:

to participate in the work related to the preparation of the economic plan and budgets,
to monitor and analyze the national and international economic situation and to study any question of an industrial nature.


9- In the field of industrial safety, the Ministry of Industry is responsible for:

to ensure the updating and application of legal texts relating to classified establishments and safety excluding quarries, crushing stations, screening and explosives depots,
to issue authorizations for establishments classified as hazardous or unhealthy, under the authority of the Ministry of Industry, excluding quarries, crushing plants, screening and explosives depots,

10- In the field of social action and public relations, the Ministry of Industry is responsible for:

to receive, educate and follow the complaints of 
citizens on matters that fall under the ministry,
develop and disseminate information to citizens 
on issues that fall within the purview of the ministry.
