Functions

The Ministry of the Interior shall have the following functions and powers, which shall be exercised through its dependencies and divisions established in the Organic Structure provided for in this Decree and in the provisions determined by the Maximum Authority:

 

a) Study, propose and, once approved, implement the public policies on Security, Political Affairs, Population and Migration, in coordination with the competent agencies, in accordance with Articles 6, 9, 41, 117 , 176 and 177 of the National Constitution;

b) Execute the political leadership of the national police effort and coordinate the actions of the agencies and forces among themselves, within the scope of Law No. 1337/99 "On National Defense and Internal Security"; 

c) Promote and coordinate the participation of the different institutions and organizations that make up the 911 National Emergency System;

d) Coordinate the actions of the different agencies in charge of police intelligence, with the National Intelligence Secretariat (SNI) and form part of the National Intelligence Council, within the framework established by the National Constitution and laws;

e) To attend and to consider the territorial ordering in accordance to the legal dispositions in force and to the plans of the National Government;

f) Propose and collaborate in the physical and technical definition of the administrative territories of the country, such as the departments and municipalities 

g) Coordinate the actions of the Departmental and Municipal Governments with those of the Executive Branch in relation to the exercise of the institutional mission;

h) Guarantee democratic governance by strengthening the quality and management capacity of the Municipalities, and intervening in situations of conflict, denunciations or irregularities 

i) Ensure the identification and documentation of all the inhabitants of the Republic, including those of Paraguayans living abroad; 

j) Serve as a link between the autonomous and decentralized entities that are linked to the Executive Power through the Ministry of the Interior, with regard to the exercise of the institutional mission;

k) Monitor the institutional growth of the National Police in terms of investments;

l) Monitor the National Police regarding its operation, as well as the implementation of its plans; 

m) Participate with the police agencies in the planning and coordination of those operations that for reasons of a political nature, transcendence or level of risk; require special attention from the Ministry of the Interior;

n) Exercise control over the management and administration of the National Police and the performance of its members;

o) Analyze the needs of the National Police in terms of investments, goods and services, make demands compatible with budget availability and advise the National Police in the preparation of its action and investment programs 

p) Evaluate the results of the statistics on security and citizen coexistence, its evolution and projections, and perform more detailed analyzes to understand it necessary;

q) Evaluate conflictive situations of a social nature and suggest possible courses of action; 

r) Strengthen the relationship between Civil Society and the National Government in matters pertaining to citizen security and governance;

s) Develop links with international organizations and other countries in relation to issues related to citizen security and governance; 

t) Participate and assume commitments before regional and international instances in subjects related to citizen security and governability;

u) Develop an internal and external communication policy, as well as accountability, aimed at strengthening institutional management in matters of citizen security and governability; 

v) Propose and develop institutional policies aimed at promoting the respect and protection of human rights within the scope of the Ministry of the Interior and the National Police;

w) Develop strategies oriented towards transparency and anticorruption at the level of the Ministry of the Interior and the National Police; 

x) Prepare and propose the preliminary draft of its budget and, once approved, execute it in accordance with the pertinent legal provisions;

and) Accompany the process of preparation of the preliminary draft annual budget of the National Police, in order to adjust to the guidelines established for that purpose; 

z) Participate in the instances established by the current legal system
