Mission

The ministry's mission includes analyzing the situation and problems in the managed areas of activity, as well as developing effective public policies in the related fields of activity. The ministry is also responsible for monitoring the quality of existing policies and regulations and making recommendations on justified state interventions that will provide effective solutions in the areas of competence, ensuring the best ratio between expected results and expected costs.

Areas of Activity 

- public order and security;

- integrated state border management;

- combating organized crime;

- managing the migration flow, asylum and integration of foreigners;

- prevention and liquidation of the consequences of emergency and exceptional situations, civil protection, fire protection and the provision of qualified first aid;

- ensuring respect for fundamental human rights and freedoms, as well as defending public and private property;

- population and citizenship records, vehicle and driver records;

- state material and mobilization reserves;

- management of functions with special status within the Ministry.

Basic Functions

- elaboration of ex ante analyzes, policy documents, draft normative acts in the fields provided in its fields of activity, including those for ensuring the execution of normative acts and decrees of the President of the Republic of Moldova, after their publication in the Official Gazette of the Republic of Moldova, in collaboration with relevant representatives of civil society and the business community;

- collaboration, in accordance with the national legislation, with profile institutions from abroad in the fields of activity;

- monitoring the score and position of the Republic of Moldova in the international indicators and rankings related to its specific areas and developing proposals for their improvement;

- monitoring the perception of citizens and economic agents regarding public policies, normative acts and the activity of the state in the fields of activity specific to the Ministry and elaborating proposals for its improvement;

- monitoring the quality of public policies and normative acts in the fields of activity specific to the Ministry, including in collaboration with civil society and the private sector;

- drafting normative acts and implementing international treaties of the Republic of Moldova in the fields of activity and drawing up reports on their execution;

- examination and approval of draft normative acts developed by other public administration authorities and submitted for examination;

- elaboration and presentation of budget proposals in the fields of activity, elaboration of the annual activity plan, as well as annual monitoring of the degree of implementation by elaboration and publication of the respective reports;

- organizing the systems of planning, execution, accounting and budget reporting within the Ministry, and as the case may be, within the subordinate budgetary authorities / institutions;

- coordination and monitoring of the activity of the administrative authorities, of the subordinated decentralized public services and of the public institutions in which the Ministry has the quality of founder;

- exercising other specific functions.
