There is a rich history of the justice system of the Republic of Azerbaijan, which is a tradition of centuries-old statehood, reflecting the struggle of our people for independence and its glorious past. The Ministry of Justice was established on May 28, 1918, on the day the state was established, giving special importance to the justice of the Democratic People's Republic of Azerbaijan, the first democratic state in the East.
Also, a number of decisions were made on the activities of the judiciary and courts, including the Statute of the Judicial Chamber of Azerbaijan on November 14, 1918 and the Statute of the Ministry of Justice on 22 November.
Taking into account the importance of the work carried out in the jails, the Government's decree of August 11, 1919, was replaced by the Ministry of Justice with the Ministry of Justice, with the Ministry's initiative on "Structure and Strengthening the Investigation Unit", " On Amnesty and Other Laws "," On the Establishment of the Court of First Instance of Azerbaijan ", and on the passing of the ADR since the establishment of the ADR.
In April 1920, after the occupation of the Azerbaijan Democratic Republic of the Soviet Russia, the Ministry of Justice was abolished by the decision of the Revolution Committee of 13 May 1920, establishing the People's Forensic Commission, drafting its legislative powers, selecting, administrative management, law enforcement and supervision. However, in 1930, this commissariat was abolished and its functions were handed over to the prosecutor's office, the Supreme Court, the Central Executive Committee and other bodies.
In 1933, the People's Judicial Commission was reorganized to oversee the legitimacy of the courts, prosecutors, investigations, the implementation of a single judicial policy, the actions of all the authorities, economic entities, public associations and individuals, preparation of judicial personnel, organization of legal aid to the population, administration of penitentiary system, management of the Supreme Court, State Prosecutor's Office and lawyers.
In 1937, the new Statute of the People's Commissariat of Justice was approved, whose powers were significantly restricted, and the main area of activity was to organize and direct the work of the judicial and notary bodies. In 1959, the Judicial Commissioner was re-liquidated, the Judicial Commission was established and the Judicial Commission under the Council of Ministers was in charge of the Supreme Court, and the Judicial Commissioner's powers were distributed among separate state bodies.
State policy aimed at exploiting the centralized power abuse, the use of justice as a tool of repression in separate periods, the abolition and reorganization of these bodies have hindered the existence of a stable structure and organization of the work of the justice system.
The reorganization of the Ministry of Justice is based on the time when national leader Heydar Aliyev headed Azerbaijan. On October 27, 1970 by the decision of the Supreme Soviet of the Azerbaijan SSR the Ministry of Justice was established and its activity was stable, the ministry carried out organizational management of the judicial bodies, improved legal aid to the population, provided notarial activity and judicial expertise, and in general, there are favorable grounds for development.
After the restoration of state independence, the Azerbaijani justice was not excluded from national leader Heydar Aliyev's attention, and after returning to power in 1993, consistent and purposeful reforms have been implemented to ensure the development of the justice system under the leadership of the National Leader, expanded the ministry's authority and increased its role in the society.
On November 22, the day of approval of the first Statute of the Ministry of Justice by the Order signed by the Leader on November 11, 2000, as a manifestation of his great concern to the courthouse, was established as a professional holiday day of the judiciary of the Republic of Azerbaijan.
In 2006, at the initiative of President Ilham Aliyev, a number of important documents were passed on the activities of the judiciary, the ministry was tasked and the structure was improved. For the first time in the years of independence, the Decree of the President of the Republic of Azerbaijan dated 18 April 2006 was approved by the Ministry of Justice on the status of the law enforcement body and adopted the Law of the Republic of Azerbaijan on May 26, 2006 on "Career in Courts" the President signed the Decree of August 17, 2006 "On the development of justice bodies".
By the Decree of the Head of State dated February 6, 2009, the "State Program for the Development of the Azerbaijani Courts for 2009-2013" was approved and implemented.
The Ministry of Justice of the Republic of Azerbaijan is the central executive authority, which has the status of law enforcement body, carrying out state policy and regulation in the field of justice in accordance with the directions of its activity.
