The Ministry of Labor and Employment Secretariat of the Ministry of Production and Labor is a national body, dependent on the Executive Branch, whose mission is to serve citizens in the areas of its competence.
It is part of the governmental administrative structure for the conformation and execution of public policies of work and employment.
Proposes, designs, develops, administers and supervises policies for all areas of work, employment and labor relations and job training.
Objectives
- Understand the promotion, regulation and enforcement of compliance with the fundamental rights of workers, especially freedom of association, collective bargaining, equality in opportunities and treatment and the elimination of forced and child labor.
- Execute the plans, programs and projects of the area of their competence prepared according to the directives that the MINISTRY OF PRODUCTION AND WORK imparts.
- Understand everything related to the employment contract regime and other labor protection regulations.
- Understand in relation to negotiations and collective bargaining agreements in the territory of the Nation.
- Understand the treatment of individual and collective work conflicts, exercising powers of conciliation, mediation and arbitration, according to the respective particular rules.
- Understand the application of the legal norms related to the constitution and operation of the professional and worker associations and in the organization of the registration of employers' associations in the territory of the Nation.
- Understand the exercise of police power in the labor order as the central authority and Superintendency of Labor Inspection and coordinate the policies and national control plans and especially those related to the control of non-registered employment.
- Understand the development, application and control of the work regime of minors, disabled and other special groups of workers.
- Understand the equality of opportunities and treatment between men and women in access to employment and work, as well as the protection of motherhood.
- Understand the elaboration, organization, application and control of port work regimes and land, air, maritime, fluvial and other special work regimes.
- Understand in the elaboration and inspection of the general and particular norms referring to hygiene, health, safety and to the places or environments where the tasks are developed in the territory of the Nation.
- Understand in the elaboration and execution of the guidelines that guide the wage policy of the private sector and intervene in the determination of those of the national public sector.
- Intervene in relation to policies and actions aimed at increasing the productivity of work and its equitable distribution.
- Intervene in the coordination and harmonization of employment plans with economic plans.
- Understand the functioning of public and private employment services in the national order, and promote their coordination in the provincial and municipal spheres.
- Understand the formulation of policies, the design of instrumentation and the management of financing for employment programs and job training.
- Understand the definition of the criteria for the allocation of financial resources for employment and job training programs and, in the regulation, control and audit of said decentralized programs to the provinces and municipalities.
- Understand the formulation and management of policies related to the social sector of the economy, such as the promotion of microenterprise incubators, the development of microentrepreneurial projects and small productive units; technical assistance and training of resources affected to it.
- Understand the formulation, management, supervision and audits of plans and policies related to job training, preferably applying criteria of decentralization, within the framework of a policy of promotion of local development.
- Intervene in the link between employment, job training, production and technology.
- Intervene in the elaboration of internal and external labor migration policies.
- Understand in the approval of the agreements between the competent organisms of the social security and union unions of workers and employers.
- Understand the application of the norms of public and private international labor law and intervene in its elaboration and in the labor aspects of the integration processes and coordinate actions in labor, employment and job training with international organizations.
- Intervene in the definition of contents and the design of censuses and surveys carried out by official bodies, in relation to work, employment, job training and income.
- Understand the development of statistics, studies and surveys that provide a better knowledge of the problems of work, employment, job training and income.
