According to the provisions of Article 16 of the Law on Ministries ("Official Gazette of RS", No. 44/14), the Ministry of Labor, Employment, Veterans' Affairs and Social Affairs carries out state administration tasks related to: the system in the field of labor relations and labor rights in all forms of work except in state bodies and bodies of local self-government units and autonomous regions, public agencies and public services; Safety and Health at Work; inspection in the field of labor relations and occupational health and safety; trade union organization; strike; exercising and protection of rights deriving from the employment of workers temporarily employed abroad; concluding an agreement on sending employees to work abroad and sending employees to temporary work abroad; records in the field of labor; cooperation with international organizations in the field of labor and employment; international conventions in the field of work, safety and health at work; anti-discrimination policy; social protection system; family protection system; marriage; gender equality; population policy; family planning, family and children; realization of rights and integration of refugees and displaced persons, returnees based on readmission agreements, Roma population and other socially vulnerable groups; pension and disability insurance system; social security and protection of military insured persons; participation in the preparation, conclusion and implementation of international agreements on social insurance; veterans' and invalidity protection, protection of civilian invalids of war and members of families of military personnel; cultivating the tradition of the liberation wars of Serbia; protection of monuments and memorials of the liberation wars of Serbia, military graves and cemeteries of fighters, in the country and abroad; veterans' and invalidity organizations and associations, as well as other tasks determined by law.
Ministry of Labor, Employment, Veterans' Affairs and Social Affairs performs state administration tasks related to: employment in the country and abroad; sending unemployed citizens to work abroad; monitoring the situation and trends in the labor market in the country and abroad; records in the field of employment; promotion and encouraging employment; strategy, program and measures of active and passive employment policy; employment of people with disabilities and other hard-working people; development and provision of social employment and social entrepreneurship; surplus of employees; realization of rights based on insurance in the case of unemployment, other rights of unemployed persons and surplus of employees; preparing a national standard of qualification and proposing measures to improve the adult education system; proposing and monitoring the implementation of strategies in the field of migration in the labor market; participation in the conclusion of employment contracts with foreign employers and other contracts related to employment, as well as other tasks determined by law.
The labor inspectorate, as an administrative body within the Ministry of Labor, Employment, Veterans' Affairs and Social Affairs, performs inspection tasks and related professional tasks in the field of labor relations and safety and health at work related to: regular and controlling supervision; the detection of fatal, severe and collective injuries at work; determining the fulfillment of the prescribed conditions in the field of occupational safety and health, before commencing the activity of the employer, as well as other tasks determined by law.
According to the Occupational Safety and Health Act, the Occupational Safety and Health Administration, as an administrative body within the Ministry of Labor, Employment, Veterans' Affairs and Social Affairs, carries out tasks related to the preparation of regulations in the field of occupational safety and health and giving opinions for their application; preparation of expert bases for the development of a national program for the development of safety and health at work and monitoring of its realization; monitoring and assessing the health and safety situation at work and preparing attitudes for the uniform regulation of occupational health and safety measures that are subject to the Occupational Safety and Health Act and other regulations; research and fostering development in the field of humanization of labor; providing professional assistance in the field of health and safety of employees; preparation of methodologies for carrying out examinations and tests in the field of occupational health and safety; studying the causes and effects that result in work-related injuries, occupational diseases and work-related illnesses; organizing the taking of professional exams, the records kept; supervising the legality of the work of legal entities and entrepreneurs, as well as responsible persons with a license and preparing a proposal for a decision for issuing and revoking licenses, the records kept; collecting and analyzing data on injuries at work, occupational diseases, work-related illnesses and effects that affect the health of employees; carrying out information and documentation activities in the field of employee safety and health; organization of counseling, education of employees, employers, persons for safety and health at work, inspectors, etc., publishing various materials and informing the public about the state of health and safety at work; the application of international acts in the field of occupational safety and health; encouraging education and developing a culture of work in the field of occupational safety and health and other activities in this field.
