With the Decree Law No. 367 on the Establishment of Units Related to the European Community in Ministries and Affiliated Institutions, the "Law on the Organization and Duties of the Ministry of Labor and Social Security" numbered 3146 was amended, in the section titled "Main Service Units" (Article 12/A) "European Community Coordination Department” was added and their Presidency was established with the approval of the authority dated 16 May 1989.

Their Presidency, pursuant to the regulation brought with the Decree No. 367, "To ensure the coordination of the issues related to the European Union (EU) in the fields of duty and activity of their Ministry, to assist the coordination work of the Ministry responsible for relations with the EU, to take measures to implement the general policy of the Government in this field, and to carry out the works related to the implementation studies.
- In matters related to the European Union, which fall within the scope of the Ministry's duties and activities; To make preparations for the negotiations, to participate in the meetings, to carry out harmonization and implementation studies regarding the decisions taken in the European Union-Turkey partnership bodies and to ensure coordination between the units of the Ministry
- Carrying out the program, budget and implementation of outsourced projects within the scope of the Ministry's field of activity within the framework of European Union programs and the support provided by the European Union.
- To ensure the preparation, coordination, execution and control of the projects and programs carried out by the Ministry in the field of human resources development with the European Union, foreign countries and international organizations
- Preparing and executing operational programs within the framework of relevant legislation, European Union acquis and international agreements, coordinating the implementation of funds, making necessary preparations for the use of structural funds.
- Regarding the projects and activities to be supported; to select and prioritize projects, to make tenders and contracts and to ensure their execution, to make payments and to account for them, to control, monitor and evaluate them
- To perform similar duties as assigned by the Ministry.
