About

MISSIONS AND ATTRIBUTIONS OF THE MINISTRY

The mission of the Ministry of Planning and International Cooperation is to design, develop and implement Government policy in the areas of Economic and social Development Planning, International Cooperation and monitoring.

As such, the ministry is particularly charged:

  • To draw up legislative and regulatory texts relating to the plan and international cooperation and to ensure their application;
  • To develop economic, social and cultural development plans and to ensure their monitoring and evaluation;
  • To elaborate the regional planning and development schemes;
  • To elaborate the macroeconomic framework;
  • To participate in negotiations and renegotiations with development partners;
  • To develop and implement the Government's policy on the production and dissemination of statistical information;
  • To ensure the planning and execution of national censuses and surveys;
  • To elaborate and update the info-geographical atlas of Guinea;
  • To develop and monitor the implementation of the national population policy;
  • To ensure the translation into national development policy, the objectives of the Agenda 2063 of the African Union;
  • To ensure the follow-up of the Sustainable Development Goals by 2030;
  • To participate in the development of public policies;
  • To participate in the definition of budgetary policy;
  • To participate in the development of Finance Laws;
  • To ensure the coordination of external aid and to ensure its proper use in relation to the sectoral Departments concerned;
  • To ensure the function of national authorising officer of the post-Cotonou financial instrument of the European Union;
  • To participate in the implementation of budgetary aid programs and to ensure their follow-up;
  • To participate in the follow-up of the commitments of the meetings of the Advisory Group and other mechanisms for mobilizing external resources;
  • To ensure the follow-up of the payments of the counterpart funds due to the bilateral and multilateral partners, in collaboration with the Departments concerned;
  • To participate in national, subregional, regional and international meetings dealing with cooperation issues;
  • To promote South-South and triangular cooperation and to support the South-South cooperation institutions headquartered in the Republic of Guinea;
  • To contribute to the mobilization of external resources for the financing of development projects and programs;
  • To ensure the implementation of technical, cultural and scientific cooperation relations with Guinea's partner countries and institutions, in collaboration with the Ministry in Charge of Foreign Affairs;
  • To take into account the environmental dimension in the Ministry's programs and projects; and
  • To promote gender and equity in the activities of the Ministry.
