The ministry implements the government's policy on access to knowledge for all citizens, with regard to education at pre-school, primary, general secondary, technical and vocational levels.

It develops, animates and evaluates the national policy for the promotion of pre-school education, primary education and general secondary education.
 
The Minister of Primary, Secondary and Vocational Education supervises the implementation of the government's policy on technical education and vocational training.
 
It defines with the Minister Delegate responsible for technical education and vocational training, the prospects for the development of vocational and technical training.
 
Within the framework of his attributions, the Minister of Primary, Secondary and Vocational Education has authority over the services of the central administration of the Ministry, the external services and the services which are directly attached to him.
 
It may have services with national or shared skills.
 
The Minister of Primary, Secondary and Vocational Training exercises supervision over the attached bodies and institutions.
