The Ministry of State Administration and Public Function is the central body of the State apparatus which, according to the principles, objectives and tasks defined by the Government is responsible, for the organization, operation and Inspection of Public Administration, prevention and management of disasters, as well as and by the State Human Resources Strategic Management.

Mission: To formulate policies, define strategies, regulate and implement actions in the scope of the organization and operation of the Public Administration, ensuring the provision of quality services centered on the citizen.

Vision: To be a decentralized Public Administration, promoter of the development and oriented to the provision of quality services to the citizen.

Assignments

• Directing the Local State Administration;
• Managing Public Sector Reform;
• Coordinate the process of decentralization;
• Develop integrated policies and strategies for the management of Human Resources of the State apparatus;
• Organize, operate and develop local state bodies, as well as mobilize and organize the participation of local communities;
• Organize the functioning of Provincial Assemblies;
• To elaborate and implement the norms on the territorial organization and toponymy;
• To promote the improvement of the quality of the services rendered by the organs of the Local Administration of the State and of the local authorities to the citizens and legal persons;
• Inspect the Public Administration;
• Control the implementation of social assistance and welfare plans for state officials and agents; policies
• Coordinate the process of managing relations between the Public Administration and its trade union associations;
• Coordinate prevention and management of disasters;
• Organize the information system, documentation and archive of the State;
• Train and Empower the State's Human Resources;
• Participate in the organization of electoral processes.
