Missions and Responsibilities of the Ministry

Article 1:

The Ministry of Territorial Administration and Decentralization has the following missions: the design, development, implementation, and monitoring of government policy in the areas of territorial administration, decentralization, the promotion of responsible citizenship, social cohesion, and dialogue.

In this capacity, it is particularly responsible for:

  • Drawing up legislative and regulatory texts relating to the administration of the territory and decentralization, and ensuring their application.
  • Developing legislative and regulatory texts relating to associative movements and non-governmental organizations and ensuring their application.
  • Supervising political parties.
  • Supporting the development of legislative and regulatory texts relating to the electoral process, the organization of political elections, and referendums in the Republic of Guinea, as well as the establishment and updating of the electoral register.
  • Coordinating the actions of the State in the territorial districts and local authorities.
  • Developing and implementing reforms relating to decentralized administration.
  • Supervising local authorities and promoting local development.
  • Developing and implementing strategic policies relating to public health and sanitation.
  • Ensuring, through a single mechanism, the operationalization of local development centers and ensuring the control and monitoring of their management.
  • Coordinating the interventions of local development partners.
  • Developing strategies, plans, programs, and projects related to the promotion of citizenship, civic-mindedness, and the culture of peace.
  • Facilitating the implementation of all local development projects and programs and ensuring their supervision.
  • Developing and implementing strategies for the transfer of sectoral skills devolved to local authorities in accordance with the Local Authorities Code.
  • Regularly monitoring the provision of basic social services provided to populations in connection with the skills transferred.
  • Ensuring the materialization of borders and the promotion of cross-border cooperation.
  • Establishing strategies and mechanisms to combat the exclusion of the most disadvantaged social groups in local communities.
  • Creating income-generating activities for vulnerable people and participating in the equitable redistribution of national wealth.
  • Contributing to the security, equipment, and development of border areas.
  • Ensuring the application of regulations relating to the manufacture, production, import, export, possession, use, and sale of light weapons for civilian use and their ammunition.
  • Ensuring the issuance of imports and the control of import and export authorizations and permits to carry small arms and light weapons.
  • Authorizing the installation and operation of key locks.
  • Promoting public freedoms, ensuring their exercise and protection.
  • Participating in the implementation of government policy on administrative regulation.
  • Participating in the implementation of the government's policy on migration.
  • Ensuring the implementation and updating of the national policy letter on decentralization and local development and its action plan.
  • Promoting and strengthening decentralized cooperation, partnership, and the development of inter-municipality.
  • Promoting and strengthening participatory territorial governance.
  • Coordinating intervention plans and programs for disaster victims.
  • Working towards the establishment and monitoring of the National Agency for the Management of Humanitarian Emergencies.
  • Developing and implementing training and development programs for territorial administrators and local elected officials.
  • Ensuring at the community level the application of legislative and regulatory measures relating to the safety of people and their property and the maintenance of public order.
  • Implementing the National Strategy for the Reform and Modernization of Civil Status.
  • Promoting village hydraulics.
  • Promoting national public utility associations.
  • Considering the environmental and social dimension in the department's programs and projects, as well as the development actions of local communities.
  • Promoting and integrating the gender and equity dimension into the activities of the department and those of local authorities.
  • Participating in sub-regional, regional, and international meetings dealing with issues relating to the field of territorial administration, decentralization, and local development.
  • Providing drinking water to populations, especially in the most remote and difficult-to-access communities.
