The Ministry of the Digital Economy and Digital Transformation is made up of a ministerial cabinet and a general secretariat which ensure the link between its various departments; in addition, it has several organizations and institutions under its supervision.
The General Directorate of the Digital Economy is responsible in particular for:
- assist the Minister in the implementation of development policies and strategies in the field of the digital economy;
- propose the orientations of the national digital economy policy;
- ensure the preparation and development of digital plans, programs and projects and ensure their consistency;
- monitor the implementation and evaluation of policies, programs and projects in the digital sector;
- design and implement an information system relating to the activities of the digital economy sector;
- ensure the development of an ecosystem promoting the emergence of dynamic players in the digital economy sector, in particular with the promotion of technopole projects;
- promote the use of digital technology in other sectors of activity in order to accelerate the economic and social development of the country;
- prepare draft legislative and regulatory texts relating to the digital economy sector;
- promote public-private partnership in the digital economy; and
- ensure the role of interlocutor and national representation to the competent services of international organizations in the digital economy.
The Promotion and Digital Economy Department is responsible in particular for:
- develop the sectoral policy relating to the digital economy and monitor its implementation;
- prepare plans, programs and projects for the digital economy sector;
- ensure technology watch and the coordination of planning activities in the digital economy;
- ensure the implementation of international agreements, conventions and treaties concerning electronic communications to which Togo is a party;
- promote partnership and digital support to other ministries and state structures;
- monitor the development of the sector and report to the authorities;
- ensure the preparation of draft legislative and regulatory texts relating to the digital economy;
- lead discussions on digitization policy and monitor developments in the digital sector; and
- in conjunction with ARCEP, design, maintain and enhance an information system on the digital economy.
The Department of Infrastructure and Supervision is responsible in particular for:
- coordinate the preparation of plans, programs and projects for infrastructure development in the digital economy sector;
- monitor the implementation of policies, programs and projects in the telecommunications sector;
- manage activities relating to the supervision of institutions and organizations in the information and communication technologies sector attached to the Ministry;
- ensure the monitoring and annual evaluation of the implementation of performance contracts signed between the Ministry and the structures under technical supervision;
- ensure, in conjunction with ARCEP, the management of licenses and authorizations;
- monitor the activities of the Internet Exchange Point (IXP) and the structure responsible for managing domain names;
- ensure the security of telecommunications networks installed in Togo;
- coordinate the development of the digital regional development strategy and monitor its implementation;
- ensure the technological watch and the coordination of planning activities in terms of digital land use planning; and
- plan and monitor the development of technocentres and technopoles.
The Post Office is responsible in particular for:
- advising the Minister on the strategies, approaches and actions to be taken with regard to posts;
- ensure the development of plans, programs and projects of the postal sector;
- ensure respect for the principles of the public postal service;
- coordinate impact studies of programs and projects identified in the postal sector;
- organize and manage the flow of postal information;
- coordinate the implementation and monitoring-evaluation of the sectoral posts policy;
- manage activities relating to the supervision of institutions and organizations in the postal sector attached to the Ministry;
- monitor, in conjunction with the regulatory body of the postal sector, the activities of operators in this sector;
- coordinate the activities of drafting and updating legislative and regulatory texts;
- analyze the installation authorization request files and prepare the assessment elements before signing; and
- ensure the role of interlocutor and national representation with the competent services of international organizations in the field of posts.
