About

VISION: To be the public entity with recognized leadership for promoting an orderly and sustainable territory, in the urban, housing and habitat fields.

MISSION: They are the governing institution of urban public housing and habitat policies, in charge of managing plans, programs and actions to improve the quality of life of the inhabitants of the Republic.

The mission of the MUVH is to establish the National Housing Policy and promote Housing Programs, within the framework of macro-economic policies and the National Development Plan that expresses them, aimed at satisfying the demand for housing and housing solutions of the population.

The Institution's efforts focused on:

  • Enabling access to adequate housing for families from different socio-economic strata of the population, through the implementation of the Community Improvement Programs, the Rediscount of Mortgage Credit and the Cooperatives Pilot Project of Housing for Mutual Help.
  • Provide follow-up and attention to the programs and projects developed in previous administrations, providing personalized attention to the beneficiaries, in order to solve the specific problems of them and their villages.
  • Manage the loan portfolio of CONAVI and BNV, and implement Laws 1555, 1741, 2637 and complementary, which modify the credit conditions of the previous housing programs.
  • Promote contacts with national and international organizations that allow coordinating actions and financing housing projects. Agreements were signed, projects were implemented with a donation from the ROC Taiwan, and negotiations with the IDB were reactivated with a view to Neighborhood Improvement projects.

Institutional Strategic Objective:

  • Address the housing needs and basic services of the population, prioritizing solutions for families with limited economic resources.
  • Encourage and promote the construction of affordable housing and preferably low-income housing.
  • Improve human settlements with community participation.
  • Consider urban and environmental impacts.
  • Encourage the generation of job sources by distributing the work between public and private sector companies.

THEIR ETHICAL VALUES

Ethical values ​​are correct expressions of people's behavior in human relationships, generated in normative principles, giving rise to harmonious coexistence and respecting human dignity.

RESPECT: It is the essence of human relationships, it is a value based on the recognition of others as different and equally valuable, which should lead them to develop a kind and courteous treatment with the different people of the institution's team and of society in general. .

HONESTY: Honesty is acting and transmitting the truth in a consistent, sincere, decent, frank, honest, transparent and authentic manner in accordance with justice. This attitude sows confidence in oneself and in those who are in contact with the honest person. It also implies reporting irregularities, even when someone opposes or there are pressures against.

SPIRIT OF SERVICE: The spirit of service is an attitude or internal motivation expressed in collaborative and supportive work towards others. It is a quality valued in civil servants or public servants due to the sensitive and fundamental work that they develop to improve the living conditions of citizens.

Through this value they demonstrate to society and colleagues their cordial and attentive service, with quality, warmth, empathy for the needs of all people, both the citizen who comes in search of a housing solution as well as all the officials of the institution showing camaraderie.

LIABILITY: It is the ability to recognize, take charge and assume the assigned functions and the consequences that emanate from them, demonstrating in their actions speed and diligence in the execution and delivery of the works, as well as in the management and solution of obstacles or problems.

COMMITMENT: It is to have the competence to assume the assigned tasks with responsibility, loyalty and discipline, identifying the institutional goals as their own, based on the sense of belonging. Commitment is a behavior that benefits both those who exercise it and those who receive it and generates a satisfactory result for all.

INNOVATION: Attitude and ability to propose and introduce new ideas for the improvement of management models, processes and work methods, in order to promote continuous improvement of production, organizational culture, information technology, construction and economy , social management, environmental sustainability favoring a dynamic oriented to best practices that generate significant changes and quality of work.

QUALITY: It is the quality of their work when they pay attention to the details of both the processes and the final result, in addition to complying with the regulations. Quality work results in the satisfaction of the needs and expectations of those who require their service (internal and external clients).

EQUALITY AND EQUITY: Application of rights and obligations in a fair and equanimous manner to people according to what corresponds to each one. This principle as a basis for the application of the constitutional guarantee of equality and the principle that differentiated attention to certain sectors, based on situations of vulnerability, does not constitute discrimination but rather the application of policies that seek to reduce existing inequalities.

EMPATHY: Empathy allows them to establish stronger and more positive bonds with others. It is defined as the ability to recognize and understand the feelings, ideas, behaviors and attitudes of others and understand the circumstances that may affect them in specific situations.
