About

Decree No. 2012-429 of April 4, 2012 established the Ministry of Hydraulics and Sanitation, thus establishing the institutional unity of the sector. Stabilized since the creation of the department in its current configuration, this unit ensures better visibility of the management of sectoral policy which occupies a central place in the new vision of the Head of State. The change in name following the first government team after the 2019 presidential election which introduced the term “Water” instead of “Hydraulics” reflects an alignment with the philosophy of the SDGs based on a holistic approach to the resource involving the concept of the water cycle.

Strategic Directions

The mission of the Ministry of Water and Sanitation is to “Promote, in a sustainable and equitable manner, the integrated management of water resources as well as universal access to drinking water and sanitation systems. adequate sanitation”. It is underpinned by an ambitious vision which summarizes the main challenges of the sector and which is broken down as follows: “Abundant quality water for everyone, everywhere and for all uses, in a sustainably sanitized living environment, for a Senegal emerging”. This vision takes into account, at the same time, universality, equity and quality in access to water for all as well as sanitation services in an approach consistent with the values ​​and principles of sustainable development and the vision of the Emerging Senegal Plan.

Building on this anchor, the Ministry prepares and implements sectoral policy based on a development strategy which is broken down, through the DPPD, into overall objectives, strategic axes, specific objectives and programs.

Overall Objective

The overall development objective targeted by the new sectoral policy over the period 2016-2025 is to “contribute to the achievement of the sustainable development objectives aimed at guaranteeing, by 2030, universal access to water drinking water and sanitation while ensuring integrated management of water resources.
