The idea for starting a university in Central Western Uganda was mooted by the indigenous community members from the region led by Hon. Justice Seth Manyindo, Prof. Edward B. Rugumayo and the Rev. Albert Byaruhanga (RIP) among others. They volunteered to establish a quality university where it had lacked for a longtime. The peoples from the seven districts of Bundibugyo, Kabarole, Kamwenge, Kasese, Kyegegwa, Kyenjojo and Ntoroko which constitute the Central Western Uganda fully supported the university idea and participated in the preparations for its establishment and even pledged sustained support. The seven districts currently form the main regional catchment area of the university plus the greater portion of the western rift valley. The university serves a regional human population of over 3.7m people which is expanding at the rate of 4.8% per annum. The university strategic location in the town of Fort Portal was aimed at easing access to meeting the Education, research and community service needs of the people in Central Western Uganda and beyond. The university was founded through a legal status as a Company Limited by Guarantee in June 2002. Then in March 2005 the National Council For High Education (NCHE) granted an operational license to the university.

Until 2005 when MMU was opened, the whole region of Central Western Uganda had lacked any form of university education with a focus on the identified needs of the communities. A large tract of Uganda encompassing the seven districts cited above had for too long lagged behind in providing higher education to its people. It was, therefore, inevitable for the founder members of MMU to establish a university with the aim of encouraging and assisting all the people in the region to reach maximum development of their academic, social-economic and personal potentials for uplifting the general development of the region and Nation.
The University Ownership.
The university is a community founded, owned, governed and supported institution with a strong bias towards community service. The founder members who constitute the Board of Directors simply hold the University in trust for the stakeholder communities including the seven regional district local governments, the major religious institutions, the business communities, the industrialists the traditional kingdom institutions, and some NGO’s operating in the region. All these bodies are effectively represented on either the Board of Directors, The Governing Council, Appointment Board or the Senate as Volunteers. As a non – profit making public trust University, no persons, groups or associated organizations get any benefits from it. Any profits or surpluses realized are re-invested into university programmes or community service activities.
