National Agency for Urban Renovation (Agence Nationale pour la Rénovation Urbaine) (ANRU)
ANRU implements urban renewal projects to transform the living conditions of 5 million inhabitants
Through the National Urban Renovation Program (€ 12.350 billion from the ANRU and its partners, which generate € 45 billion in work) and the “Old Quarters” Program, the ANRU works in particular on housing, public spaces, school facilities, crèches, shops, economic activity.
The ANRU also carries out actions in favor of integration through employment. The ANRU acts for the development of boarding schools for success and scientific, technical and industrial culture under the Future Investment Program.
These programs are now widely used.
As part of the new city policy, the continuation of ANRU's action is confirmed.
The Planning Law for the City and Urban Cohesion promulgated on February 21, 2014 by the President of the Republic entrusted ANRU with the implementation of the New National Program for Urban Renewal (NPNRU).
The law establishes a single city contract: it will deal with social cohesion, urban renewal and economic development issues in the same framework.
This single contract will enable the mobilization of all public education, employment, justice, security, transport and health policies to restore republican equality in the priority neighborhoods of city policy.
This reform proposes to thoroughly review the instruments of the city policy by inscribing for the first time the fundamental principle of co-construction of the city policy with the inhabitants, by redefining the priority districts on the basis of a single criterion. (the concentration in poverty), by establishing a global urban contract on an inter-municipal scale, and by initiating a new stage of urban renewal (NPNRU) inseparable from the social aspect, with 5 billion euros enshrined in law which will allow raise 15 billion additional investments.See more
