ANDE is an autarchic, decentralized institution of the Public Administration, of unlimited duration, with legal status and its own assets. Will be subject to common civil and commercial provisions, in everything that is not in opposition to the rules contained in Law No. 966 and its subsequent expansion .
Its main objective is to adequately satisfy the country's electricity needs, in order to promote its economic development and promote the well-being of the population, through the preferential use of the Nation's natural resources.
To achieve this purpose, it is responsible for:
a) developing electric development plans and programs. To this end, ANDE will propose to the Executive Branch, for approval, a National Electrification plan, which will be updated at least every five years;
b) design, build and acquire works of generation, transmission and electrical distribution, and other facilities and goods necessary for the normal operation of electric services;
c) exploit the electricity supply systems owned by them or those of third parties under their charge, supply energy to consumers and provide public lighting services, in accordance with rates approved in accordance with the provisions of this Law;
d) buy and sell, within and outside the national territory, electric power, to other companies or electric systems of public or private service, and exchange energy with them;
e) regulate everything pertinent to the electric power that it generates, transforms, transmits, distributes and / or supplies;
f) coordinate and guide the electrical development of the country and promote the consumption of energy;
g) perform, in general, all other acts and functions concerned with the fulfillment of its purposes.
