The National Fund for Productive and Social Investment was created by means of Supreme Decree No. 25984 of November 16, 2000 on the structure and patrimony of the Social Investment Fund (FIS), as an entity of public, nonprofit and development law, decentralized, with its own legal status, technical and social administrative autonomy, with national competence, deconcentrated operations at the departmental level and currently under the Ministry of Development Planning.
Its main objective is to manage the resources provided by international cooperation agencies and the General Treasury of the Nation for the co-financing of investment costs of feasible projects that contribute to the socioeconomic development of the municipalities, which respond to the demand of civil society, are consistent with national development policies and strategies.
