About

The National Office for Civil Protection (ONPC) is a National Public Establishment placed under the supervision of the Ministry of the Interior and Security and endowed with legal personality and financial autonomy.  

The ONPC is the structure responsible for implementing government policy on civil protection (Art. 5 of the 2008 decree establishing the ONPC). Its missions are as follows: 

  • Implementation of the policy defined by the Government in terms of civil protection;
  • Application of civil protection regulations;
  • Civil protection training;
  • Prevention of civil risks;
  • Awareness and training in first aid;
  • Organization and coordination of emergency relief activities in the event of accidents, disasters, natural and technological catastrophes;
  • Organization and coordination of relief operations within the framework of humanitarian action;
  • Development and implementation of emergency plans;
  • Planning of relief and equipment;
  • Fight against bushfires.
