Origin
By 1936 the State was empowered to rationalize the production, distribution and consumption of wealth, as well as to offer Colombian workers adequate protection in accordance with their acquired rights.
Under these principles, planning in Colombia made its appearance linked to structural and institutional changes that began the National Councils of economy and economic and social policy, as advisory bodies.
Later, in 1958, the National Council of Economic Policy and Planning was created, as well as the Administrative Department of Planning and Technical Services, entities that had functions of study and recommendation of the economic policy.
In accordance with this process, in 1968 the structures of the Council were modified and the aforementioned entities were transformed into the National Economic and Social Policy Council -CONPES- and into the National Planning Department -DNP-, respectively.
From this time, the DNP acquired decision-making capacity and from the decade of the fifties began to develop plans and general programs for the country with the collaboration of international technical missions.
In the decade of the seventies, the development of more structured development plans began, in such a way that their approaches were directed towards the economic growth of the country, with emphasis on the planning process.
