Context of creation of the OBR

All tax and customs administrations are reforming for two key objectives: Better serve taxpayers and improve the return of tax and customs revenues for the Treasury. It is within this framework that the OBR was created. The creation of the OBR is also a reform that is consistent with Burundi's economic integration policy within the East African Community (ECA). The Burundian Revenue Authority (OBR) is a semi-autonomous public institution Collection of Public Revenue, created by Law n ° 1/11 of July 14, 2009The overall goal of this institution is the reduction of poverty through improved public revenue collection and an improved business environment in Burundi. The OBR is therefore a new institution created to inaugurate an era of modern and professional tax and customs administration in Burundi.

Mission

The OBR is a public establishment created by the law n ° 1/11 of July 14th, 2009. Within the limits of the fiscal and customs laws, the Office has for mission to:

  1. Establish, collect, administer in a broad sense and account on behalf of the Ministry having finance in its attributions, taxes, duties and customs duties;
  2. Advise the Government on all matters concerning all aspects of tax policy;
  3. Promote compliance with tax obligations;
  4. Advise local authorities on establishment and collection of revenue;
  5. Assist the Government in putting in place measures to promote investment and trade;
  6. Combat fraud and tax evasion and cooperate with other relevant authorities in Burundi and abroad for this purpose;
  7. Prepare and publish reports and statistics on revenue collection and trade;
  8. Perform any other function relating to the public revenue that the Minister of supervision may entrust to him.
