- the creation, management and protection of water collection, supply, treatment and distribution facilities for urban and industrial needs;
- the creation, promotion and improvement and management of collective or individual sanitation facilities for the disposal of wastewater and excreta in urban and semi-urban areas.
The relations between the State and ONEA are governed by a three-year contract and specifications that set the conditions for the creation, operation and protection of water and sanitation infrastructure under ONEA management.
The relations between the ONEA and the users of the public service are, in turn, governed by water and sanitation service regulations that inform users about the operation of the service and which define the rights and obligations of each party.
Currently, ONEA manages 56 centers with drinking water supply systems. The total number of ONEA staff at 31/12/2014 is 948 employees, of whom 772 are men and 176 are women.
The National Office of Water and Sanitation (ONEA), created by Decree No. 1985-387 / CNR / PRES of 22 July 1985, is a State Company with a capital of 3,080,000,000 Francs CFA entirely detained by the state.
ONEA is placed under the tutelage:
- Ministry of Water and Sanitation (MEA),
- management of the Ministry of Commerce and Handicrafts Industry,
- Ministry of the Economy and Finance.
