The Mission
Reporting to the Prime Minister, the Office of Management and Human Resources is responsible for leading and coordinating government action related to organization, operation, performance, development and efficiency. Administration and Public Service.
Vision
Provide the country with a modern, efficient, honest, impartial public service in the service of citizens and the general interest, capable of gaining public confidence and safeguarding the rule of law.
The Attributions of the OMRH
As part of its mission, the Office of Management and Human Resources is responsible for:
- propose to the Prime Minister public policies and legislative and regulatory measures to improve the organization and functioning of the Administration and the Public Service; ensure their follow-up and ensure their application and respect;
- propose to the Higher Council of Administration and the Public Service modernization actions of the Administration and the Public Service and ensure their articulation, with a view to increasing the quality of the public service as well as the efficiency of the organization and staff of ministries, technically deconcentrated services and autonomous administrative, cultural and scientific bodies;
- define the national training policy and monitor it so that the main lines of action of the National School of Administration and Public Policy and other training schools of civil servants and their curricula meet the needs Public Service;
- provide the technical secretariat of the Higher Council of Administration and Civil Service;
- coordinate technical cooperation programs implemented in ministries, technically decentralized services, and autonomous administrative, cultural and scientific bodies in the areas of institutional strengthening and management of the civil service;
- exercise all other powers deriving from the Constitution and the laws of the Republic, in particular those related to:
- access to the public service and to the recruitment, promotion and mobility of civil servants;
- job classification and compensation of public service job holders;
- overall workforce management involving the maintenance of a central registry of public service personnel;
- the implementation of management frameworks relating to, among other things, human resources planning, contract management and performance appraisal in the public service.
