Registered as an independent NGO since 2011, 3D first emerged in 1997 as a program within the Enda GRAF-SAHEL network. It was established to promote good governance and accountability as Senegal embarked on an extensive decentralization process. The NGO 3D now implements program sunder three strategic directions: Democracy/Governance, Human Rights and Local Development. It also acts as the secretariat of two major Senegalese civil society coalitions, on the monitoring of public spending (Coalition of civil society organisations for budget monitoring – CONASUB) and of electoral processes (Coalition of civil society organisations for elections – COSCE). To face the current challenges, it started an internal strengthening process of its organisation.
NGO 3D develops its mission around three major strategic axes:
Through this axis, NGO 3D supports public policies to promote good governance. Indeed, thanks to a favorable legal and administrative context, several initiatives to promote the dynamics of multi-stakeholder consultation on the participatory management of local public affairs and valorization of local economic initiatives.
This focuses on the promotion of rights to access to basic social services and active citizenship. Besides, NGO 3D develops initiatives to support the valorisation of the status of vulnerable social strata and to improve the health and rights of people affected by endemic diseases such as HIV / AIDS, tuberculosis, etc.
Through this axis, NGO 3D focuses on the promotion of local economic development initiatives. As such, it supports the emergence of multi-sectoral consultative frameworks, alliance networks of institutions and grass-roots organizations. Emphasis is also placed on building the capacities of the different actors; Popular, institutional and private, for greater participation in local development. Many projects are being implemented in this context.
