The Operational unit for Development Assistance (OUDA) was established 1992 in partnership between the Ministry of Foreign Affairs (MOFA) and United Nations Development Programme.

Upon the Prime Minster decree in 2003 the Egyptian Government established the unit operational mechanism to be under the capacity of H.E. Minister of International Cooperation.
