What is the OSCE
The Supervisory Body for State Contracting (OSCE) is a specialized technical agency attached to the Ministry of Economy and Finance (MEF), which is responsible for executing the State contracting policies, with competence at the national level.

Its functions include, among others, regulating and supervising the procurement processes carried out by public entities, safeguarding the efficient application of regulations and promoting best practices for the optimal use of public resources and the satisfaction of the needs of the population .

"Promoting, in a timely and reliable manner, efficient and transparent public contracts between suppliers and entities."

 

Principles for the actions of the OSCE

• Efficiency.  We provide services focused on satisfying the requirements of our users, applying specialized technical criteria that allow to give speed and economy to public procurement processes.
• Transparency.  Clear and coherent information is provided so that the contracting process is understood by all the stakeholders and is developed under conditions of equal treatment and impartiality.
• Opportunity.  We act at the time and in the manner required, within the established deadlines, without prejudicing the public procurement process or the correct use of State resources.
• Reliability.  We act with integrity, honesty, impartiality and veracity in each of our interventions in the management of public contracts.

Objetivos Estratégicos Generales
De acuerdo con lo establecido en su Plan Estratégico Institucional para el periodo 2012-2016, el OSCE ha trazado los siguientes objetivos estratégicos generales:

1. Fortalecer y posicionar el rol supervisor del OSCE en los procesos de contratación pública.
2. Contribuir al desarrollo de capacidades y a una mejor participación de los actores del proceso de contratación pública.
3. Optimizar el proceso de contratación pública mediante la mejora e innovación de los mecanismos de contrataciones públicas y el uso intensivo de las Tecnologías de la información y la comunicación-TIC.
4. Incrementar el impacto de las oficinas zonales del OSCE a nivel nacional.
5. Optimizar la gestión de recursos y mejorar de forma continua los procesos internos del OSCE, para contribuir a la excelencia operativa.
