OIDCI is the Filipino consulting firm with the proven track record in the integration of area-focused development with environment and natural resource management and local governance - all key factors to bring about empowerment and sustainable development in the rural sector.
We have developed the methodology, the tools, and the practice of integrating these development imperatives, and we have more than 20 years of development consulting experience to make these work.
A group of professionals, technical experts and development workers with field-tested and pioneering expertise in integrated area development (IAD) banded together in 1983 to establish OIDCI.
As OIDCI developed environment and natural resources (ENR) expertise, our Integrated Approach was enhanced with concerns for environmental protection and the sustainable use of natural resources.
Partnership with environmental scientists from the Institute of Environmental Science and Management (now School of Environmental Science and Management) of the University of the Philippines at Los Banos led to OIDCI pioneering efforts in the development and application of environmental and natural resources management technologies.
Thus OIDCI became a major force in the development and applications of sustainable development technologies in the management of the country's environment and natural resources.
In dealing with natural resources management, our experiences in IAD lead us beyond the physical resources, and make us think differently of integration with other sectoral resources in geographic context to optimize protection. OIDCI has the multi-disciplinary expertise to implement the landscape approach in integrated resource management in all its dimensions.
Local Governance was added to OIDCI consulting focus in 1994. OIDCI believes that effective local governance - which is at the core of OIDCI's key projects - is requisite to the empowerment of civil society and to project sustainability. OIDCI participated in the devolution of centrally-managed services to local government units through the formulation of planning and management systems and technologies that empower local government units and raise their financial resources.
Additionally, the introduction of devolution and governance technologies in area development and environment and natural resource management is another pioneering consulting experience of OIDCI that is now being emulated in other development initiatives.
In 1998, OIDCI formally launched its Training Services with accreditation from the Civil Service Commission and the Professional Regulations Commission. OIDCI considers the 'transfer of technology' as part of consulting responsibility. It has embedded training services in many of its TA projects. It has also expanded its training services to include customized training for a broader range of clientele such as LGUs, national government agencies and NGOs.
OIDCI offers expert services in all phases of the project cycle:
Policy Study and Analysis
Project Management and Supervision
Program/Project Monitoring, Evaluation and Impact Assessment
AREAS OF EXPERTISE
Integrated Area/Regional Development
OIDCI's principals have done pioneering work in enhancing and operationalizing the Integrated Area Development (IAD) concept. Veering away from the traditional sectoral and piecemeal approach to development, key professional staff and consultants of OIDCI answered the challenges of laying the framework and groundwork for an integrative system of planning and implementation that have since found replication in different models that are now charting the development works of many local government units, national government agencies and funding agencies.
Environmental and Sustainable Natural Resource Management
OIDCI adheres to the principle of sustainable development calling for a balance between environmental protection and resource utilization. The strategies and methodologies we use to operationalize this principle include the assessment and management of environmental impacts from a multi-sectoral perspective, the promotion of community participation and equity, indigenous capability building, and appropriate resource valuation which incorporates economic and environmental costs and benefits.
This expertise expresses OIDCI's belief that Effective Local Governance - which is at the core of OIDCI's key projects - is key to empowerment of civil society and to project sustainability. OIDCI participates in the devolution of centrally managed services to local government units (LGUs) through the formulation of planning and management systems and technologies that empower local government units and raise their financial resources.
Training and Institution Building
OIDCI's training services focus on capability building and strengthening of implementing institutions, local government units and community groups through human resource development, technology transfer, on-the-job training, and other forms of training activities. We design a technical assistance approach tailored-fit to respond to client needs for capacity building and cost-effectiveness.
Water Resource Management
OIDCI's expertise lies in providing the software component in water resources management, in the context of sustainable utilization of the potentials of watersheds and major river basins for agriculture, industrial, energy and overall development of the impacted communities.
