PEGASYS was founded in 1999 in response to a need to support Southern African public sector institutions in achieving transformation and service delivery objectives espoused by the region’s governments in the water, land, transport and environmental sectors. This was built around the development, restructuring and management of public assets, considering broad inter-sector and institutional linkages.
PEGASYS has grown from these beginnings to a specialist consulting group with an international profile in management and development expertise, particularly in the water resource and public infrastructure sectors.

Water Strategy
Pegasys has a significant depth and breadth of experience in the water sector, particularly in the water resources sector. They offer strategic guidance to clients in the fields, amongst others, of water strategy, basin planning, water sector institutional establishment, development and governance, water conservation and demand management, allocation and allocation reform, regulation, and water financing.
Public Transport
Pegasys has a thriving practice in the public transport sector, providing a range of strategic services to their clients, including institutional analysis, business planning, finance and organisational establishment.
Water Sector Institutions
Pegasys has been a central actor in the development of policy and process-oriented guidelines in support of the establishment of water management institutions. Pegasys has provided support in the establishment and operational development of these institutions such as Catchment Management Agencies and Water User Associations, as well as transboundary Commissions and Authorities. Their strength comes from not only their understanding of the broader water sector, but also from their insight into public sector governance.
Climate Change
Pegasys is recognised as one of the leading consultancies on climate change in Africa. Their key area of focus is on climate change adaptation, with particular emphasis on water-climate interactions, and water sector institutional responses to climate challenges. They also have some engagement with climate mitigation issues, particularly in carbon trading and the carbon markets.
Public Sector Governance
Pegasys has carved a niche in the establishment and support of public sector institutions. Their strength lies in their understanding of the importance of good governance – an area of emerging importance in the past 10 years.
Public Finance and Infrastructure
Pegasys has a track record in supporting public and private sector infrastructure programmes at a strategic, institutional, organisational, business and management level. This work has focussed on providing strategic support in the planning, implementation (delivery) and operation of infrastructure, primarily in the water, energy and transport sectors.
Corporate Risk
Pegasys is deeply engaged in the global and national debates around understanding and mitigating corporate risk related to water resources allocation and supply delivery. They have developed and promoted the shared risk paradigm to foster engagement between government, private sector and civil society in managing the world’s increasingly stressed water resources.
