Pertuni was founded on January 26, 1966 by a group of blind people in the city of Solo. The founding group of Pertuni consists of:

Frans Barsana Sasraningrat, M.Ed., 
Zaki Mubarak, 
Ali Parto Koesoemo, and 
Ariani.

In 1971, the central activity of the Pertuni Central Board was transferred to the Republic of Indonesia's capital city, Jakarta.
