EMAE- Empresa de Água e Eletricidade is a public entity, endowed with administrative and financial autonomy under the authority of the Central Administration of the State responsible for the water and electricity sector. Legally created under paragraph a) of Article 1. of Decree-Law no. 34/79 of 21 June 1979, was formally constituted on 31 December 1991 through the publication of its Statutes by Decree no. 59/91, of 19 November.

EMAE is regulated by AGER through Decree-Law nº26/2014, of 31 December of the Legal Regime for the Electricity Sector.
