The local development program (PNDL) is part of the overall policy implemented by the Government of Senegal to achieve the objectives of the Poverty Reduction Document (PRSP) and those of Millennium Development (MDG).
Objectives of the program
The purpose of the PNDL is to contribute to the reduction of poverty through the combined action of the ministerial departments, the local communities of the basic communities and the private sector.
Its main objective is to promote the provision of basic socio-economic services in an efficient, effective and sustainable way.
Specific objectives
- Increase access to basic social services and infrastructure through direct and indirect interventions: It is planned to increase access to basic social services by at least 50% over a 5-year horizon.
- Increase the access of the poorest populations to financial resources for the development of income-generating activities: the objective is to improve by at least 25% the incomes of 75% of the poorest households during the 5 years.
- Strengthen the capacities of local actors (CL, OCB, decentralized financial structures, private sector): At least 75% of the local actors concerned must have implemented their reinforcement plan at 70% after 5 years.
Strengthen the capacity of the State for the implementation of the poverty reduction strategy: Within the time allowed, the capacities of the State services targeted by the PNDL will be strengthened and the necessary reforms to the institutional framework of intervention will be adopted and implemented.
