PROVIAS DESCENTRALIZADO is an Executing Unit of the Ministry of Transport and Communications attached to the Vice Ministry of Transportation, responsible for the preparation, management, administration and, if applicable, the execution of departmental and rural transportation infrastructure projects and programs in their various modes; as well as the development and strengthening of institutional capacities for the decentralized management of departmental and rural transport.
The Special Project for Decentralized Transport Infrastructure - PROVIAS DESCENTRALIZADO was created by the merger of PROVÍAS DEPARTAMENTAL and PROVÍAS RURAL under the merger by absorption method, by means of Supreme Decree No. 029-2006-MTC of August 12, 2006.
Mission
Contribute to the decentralized management of departmental and rural road infrastructure to be developed by regional and local governments, respectively, implementing technical, institutional, legal and financial mechanisms that guarantee the sustainability of road investments.
Vision
Country integrated with adequate departmental and rural road networks, transitable, under the management of regional and local governments respectively and that contribute to the socio-economic development of the population.
Promote, support and guide the increase of the endowment and the improvement of the transitability of the departmental and rural transport infrastructure and the institutional development, in a decentralized, planned, articulated and regulated way, with the purpose of contributing to the overcoming of poverty and the development of the country.
Specific objectives:

INSTITUTIONAL: Develop specialized institutional capacities in departmental and rural road infrastructure management in regional and local governments.
OF POLICIES: Strengthen Decentralized policies in coordination with regional governments and local governments for the development, conservation and use of the departmental and rural road infrastructure.
DEVELOPMENT: Promote complementarity and integration of departmental and rural road infrastructure with the promotion of economic-productive initiatives and with other types of economic infrastructure.
