About

The mission of PPMI is to help its clients deal with contemporary public policy challenges. PPMI works with clients to develop their administrative capacities, their ability to take evidence-based strategic decisions, to improve their performance and to provide the best value to society.

The Public Policy and Management Institute (PPMI) is one of the leading public policy research centres in the Baltic region. Since 2001, the Institute's research and advice has contributed to improvement of public policies in Lithuania and the EU. The work carried out at PPMI has provided rationale for public sector reforms in higher education, R&D, public administration, economy, vocational education and training, and labour mobility.

Over the years the Institute has increasingly focused on international projects. At the moment, around 70% of the revenue come from the services PPMI provides for EU institutions (such as European Commission and the European Parliament), EU decentralised agencies (such as Cedefop and Eurofound) and other EU bodies (such as Committee of the Regions). In conducting comparative policy research and evaluation PMMI works with a wide network of partners across Europe. 

In 2008, the Ministry of Education and Science awarded PPMI the status of private research institution, in recognition of its record of carrying out applied social science research. PPMI participates in the European evaluation network C2E (Cooperation for European Evaluation), is an active member of the Knowledge Economy Forum; its experts take part in numerous working groups and provide commentary to the media. Several of the Institute's researchers teach at Vilnius University. 

Field of Expertise
Over the years PPMI has developed in-depth knowledge of the public sector. PPMI understands its complexity and appreciate its values. PPMI does not think that the public sector should or will ever function on the same set of principles as the private sector; however PPMI strongly encourages co-operation and mutual learning between the two. PPMI believes that public interest and public value are not empty words: they can be aspired to, followed and measured. PPMI are strong supporters of administrative capacity building and endeavor to make it an integral part of the relationship with clients.

Services
PPMI provides services during all phases of the policy cycle from policy formulation, to decision-making, implementation, monitoring and, finally, evaluation. PPMI combines theory-based and evidence-based approaches and encourage active involvement of the client and stakeholders. PPMI constantly looks for ways to improve services. PPMI invests in the development of methods and work to make tools more sophisticated and accurate.
