Created informally in 2005 and declared Association law 1901 in 2009, it brings together non-governmental organizations and individuals that joined in France by the Charter of the non-governmental Euromed Platform. Convinced that peace in the Euro-Mediterranean region can only be guaranteed on the basis of respect for human rights, equality and guaranteeing the right peoples to self-determination, the REF intends to be a place of reflection and especially the French civil society actors' involved in the Mediterranean.

The REF - Réseau Euromed France  is a network that brings together 42 French civil society organizations(associations, collectives and trade unions) engaged in countries around the Mediterranean. The work of the REF and its members covers a wide range of key areas : education and youth, art and culture, migration, social and solidarity economy, environment, equality between women and men, human rights, Research, etc. The REF is a French platform, whose members are distributed throughout the country, and which has its headquarters in Paris.

All the members of REF come together with the same values ​​and the same will to work with all the countries around the Mediterranean for a more just, more democratic and more solidary space . Convinced that peace in the region can only be achieved on the basis of respect for human rights, equality between women and men and the right of peoples to self-determination, REF is Place of action, exchange of practices and reflection of actors of the French civil society involved in the Mediterranean basin.
