The Fund for Investment Construction Projects in St. Petersburg is a non-profit organization that is not engaged in political activities, established to improve the investment climate in the country and to effectively and efficiently spend funds allocated for infrastructure development and construction.

The Fund was established in accordance with the Ordinance of the Governor of St. Petersburg of October 28, 1996 No. 331-r "On the Establishment of the Fund for Investment Construction Projects of St. Petersburg"), operates in accordance with the Constitution of the Russian Federation, the Civil Code of the Russian Federation, the Federal Law of the Russian Federation Federation No. 12-ФЗ dated January 12, 1996 “On Non-Profit Organizations”, other federal laws, decrees and orders of the Government of the Russian Federation, Laws of St. Petersburg, and Decrees of the Government St. Petersburg Twa, as well as the Fund's Articles of Association, registered by the Registration Chamber of Saint-Petersburg, March 4, 1997
