The Secretariat of Environment, Infrastructure and Logistics – SEMIL was created by Decree No. 67,435, of January 1, 2023, allowing the integration of planning actions, as well as the execution of state public policies related to the environment, water resources and expansion and improvement of basic sanitation, energy production and the implementation of sustainable mining and the quality of the provision of logistics services and state highways.

In order to fulfill its institutional mission, SEMIL is composed of four sub-secretariats corresponding to its areas of activity:

  • Undersecretariat of Environment;
  • Undersecretariat of Water Resources and Basic Sanitation,
  • Undersecretariat of Energy and Mining,
  • Undersecretariat of Logistics and Transport.

Integrity and compliance centers (SEMIL Resolution No. 37/2023), strategic planning (SEMIL Resolutions No. 25 and 26 of 2023) and climate change and sustainability centers were established.

Among its skills, the following stand out:

  • planning and implementation of environmental public policies, such as: restoration, inspection and protection of conservation units, adequate management of fauna and flora and preservation of water resources with recovery, when necessary;
  • action to implement sanitation infrastructure, public supply, sewage collection and treatment, in addition to solid waste management, in partnership with the private sector and its affiliates;
  • guarantee assets for the infrastructure of the state of São Paulo that are compatible with its mobility demands, through the expansion of the road, rail, airport and logistics networks, in partnership with the private sector;
  • provision of ferry services on coastal crossings and operation of the Paraná-Tietê waterway;
  • promoting actions to mitigate and adapt to climate change and planning the low-carbon energy transition in the state of São Paulo;
  • coordinate and promote the activities of the various state collegiate bodies – councils and committees – existing in its functional field, highlighting: the State Councils for Energy Policy (CEPE), Sanitation (CONESAN), Water Resources (CRH), Environment (CONSEMA) and Transport.
