The Secretariat of Infrastructure of Bahia (Seinfra) was created in 1998, after the extinction of the Secretaries of Energy, Transportation and Communication and Water Resources. Its structure includes three superintendencies: Energy and Communications - SUPEC, Planning in Transportation Logistics and Intermodalism - SUPLOG, and after the extinction of the Department of Transport Infrastructure of Bahia (Derba), extinguished by Law No. 13,204, dated 11 December 2014, Seinfra created the Superintendency of Transport Infrastructure (SIT).
Connected to Seinfra, there is the State Agency for Regulation of Public Services of Energy, Transport and Communications of Bahia (Agerba). An authority created on May 19, 1998, by Law No. 7,314, and regulated by Decree No. 7,426, of August 31, 1998. And also, Bahiagás, a mixed economy company (a company with public and private capital ) responsible for the distribution of natural gas in the state.
Competence
- Assist the Governor in the formulation, implementation and evaluation of energy, transport and communications policy;
- Promote, coordinate, execute and supervise the elaboration of state plans, programs and projects for energy, transportation and communications, making them compatible with Federal Government policy;
- Articulate permanently with agencies and entities of the federal, state and municipal public administration, aiming to develop actions related to energy, transport and communications management, jointly defining their skills and level of collaboration;
- Promote the collection of resources from public and private, national and international institutions for the implementation of actions related to energy, transportation and communications;
- Establish, promote and supervise compliance with guidelines and standards on: energy use, conservation and use, transportation and communications, making them compatible with environmental protection programs in the State of Bahia and with the legal provisions issued by the Federal Government;
- Define guidelines and limits of action of the private sector, regarding the use of energy, transportation and communications, in the State of Bahia, in order to enhance the efforts of the public sector with those of the private sector;
- Establish guidelines and standards for the regulation, control and supervision of the quality of public services granted, permitted and authorized, within the scope of its competence;
- To carry out, coordinate and supervise studies, programs, projects and works, aiming to ensure the development of the State by the implementation and maintenance of an adequate Infrastructure, road and waterway.
GOAL
The Bahia Infrastructure Secretariat (Seinfra) is responsible for executing public policies related to roads, terminals, regional airports, transportation, energy and communication, as well as regulating and supervising public concessions for infrastructure and transportation services.
MISSION
Provide adequate and innovative solutions for the transportation, energy and communications infrastructure, aiming at the sustainable socioeconomic development of the State of Bahia, providing citizens with comfort and security.
