Among the Severian forests, in the confluence of the Desna and the Dnieper - Slavuta, 200 km north of Kiev, almost on the border with Belarus, is located the young but already historic city of Slavutych . Geographically - Chernihiv region, administratively - Kyiv region, family - territories of the former USSR: Azerbaijan, Armenia, Georgia, Estonia, Latvia, Lithuania, Russia, Ukraine.
The decision on the construction of Slavutych, a new town for permanent residence Chernobyl nuclear power plant workers and their families after the accident, was taken Oct. 2, 1986 directive by the former Soviet Union. And in September-November of the same year, the design was completed, and in December construction began on the city by eight Soviet republics. March 26, 1988 issued the first warrant for occupancy of apartments.
The implementation of this project was envisaged in two phases: first of all, the construction of a city for its habitation of 22.8 thousand inhabitants, and secondly, the further development of the city to 30 thousand inhabitants.
Today the city has 12 neighborhoods: Baku, Belgorod, Vilnius, Dobryninskaya, Yerevan, Kyiv, Leningrad, Moscow, Riga, Tallinn, Tbilisi, Chernihiv. The building area covers 7.5 square kilometers, 2.5 of which are residential areas, the rest are functional zones.
The architectural and compositional solution of the city of Slavutych is based on the following principles: integral city-planning complexes (quarters), including objects of social life, engineering infrastructure and external improvement; maximum preservation of existing forest stands, further greening of the city and improvement of the adjacent green zone; divided pedestrian and car traffic based on the dominance of pedestrians and the selection of pedestrian zones; developed a developed network for bicycle traffic, localized car traffic around the perimeter of residential areas, placed the storage space of vehicles on the periphery of the residential area of the city.
Applying these principles made it possible to create a compact, focused on stable functioning city with increased comfort mode.
But not happened as we planned. The collapse of the Union has left the young nation face-to-face with its problems, and the international energy city, built in the efforts of all the republics, faces the prospect of continuous unemployment and economic downturn after the closure of the Chornobyl nuclear power plant.
City authorities began to engage in development issues and the problem of Slavutych diversify the city's economy in the early 90's.
Since 1988, public opinion of city residents and scientific institutions have been involved in addressing the issues of life in Slavutych. A model of local democracy has since been created. Not only to the implementation of the city development strategy, but also to its development, through various forms of communication: public meetings, municipal hearings, meetings of the "Public council for city development", live TV shows with representatives of city authorities, heads of enterprises, institutions and organizations, business games , attracts the widest circle of socially active population of Slavutych.
Over the years in Slavutych most advanced social infrastructure created. It is well-deserved that, in addition to many awards, the city has received the certificate No. 1 of the city-laboratory within the Municipal Workshop.
Today there are all conditions to Slavutich confidently looking to the future. The master plan of the city development to 30 thousand inhabitants is being finalized, taking into account the main economic development, diversification of the city economy in the conditions of the decommissioned Chornobyl NPP.
People who had to visit Slavutich, it seems, the city built specifically for children, and everything else - only addition to a happy childhood.
