Social Protection Unit (SPU) under the umbrella of Social Welfare Department, Government of Sindh, is the main executing agency for the implementation of Health and Nutrition Conditional Cash Transfer (H&NCCT) a pilot with the primary responsibility to steer the project in collaboration with the department of health and other stakeholders.
Following are the roles and responsibilities of the SPU:
1. Seek guidance and approval of the nutrition task force on the policy matters (such as the size of cash transfer) and design of the H&NCCT;
2.Establish the H&NCCT core team to take lead in the design and implementation of the pilot
3.Ensuring adequate funds management for the project;
4.Managing flow of funds from Finance and Planning and Development, Govt. of Sindh, to the Payment Service Providers (PSP) as per the agreed protocols;
5. Ensure timely procurement of required goods and services through suppliers, firms, and consultants;
6. Steer the coordination committee to provide a platform for the essential coordination of the pilot with different stakeholders i.e. Department of Health, Maternal, New-born, and Child Health program, Nutrition Support Program, Expanded Program on Immunization (EPI), Lady Health Workers Program and other stakeholders;
7. Ensure periodic audits (internal and external) of all payments;
8. Ensure that the reporting compliance is maintained throughout the project cycle;
9. Provide overall monitoring and reporting of the pilot; and
10. Ensure beneficiary outreach, communication and beneficiary engagement at various levels in coordination and collaboration with relevant stakeholders.
A Social Protection Unit (SPU) within the Social Welfare Department has been established with a mandate to perform key functions such as (i) Policy and research in the area of SP Sindh; (ii) Sectoral monitoring and evaluation; and (iii) Operational capacity for CCT design and implementation. The SPU is headed by a Program Coordinator and comprise of suitably qualified and experienced staff.
