Sogei is the Information and Communication Technology Company of the Ministry of the Economy and Finance.

Committed for more than 30 years to ensuring the modernization of the country, Sogei makes available to the whole public sector the heritage of technological, organizational and fiscal knowledge and experience acquired, in order to simplify administrative procedures and to increase integration between public administrations.

For the quality of its information technology solutions, Sogei plays an important role also at international level for the development of e-Government and to bridge the digital divide, through fostering best practices and by research and development products.

Technical Skills

Sogei's technical skills embrace the entire software life cycle in terms of the development of systems, applications and products, answering the needs for automation of Financial Administration.

Economic and Tax Expertise

Sogei provides technical and operational support for the preparation of technical reports, publications, bulletins and updates on the trend in revenues and on the economic system of the country and support to specific projects which provide, among other things, for the establishment of thematic databases to be used for "intelligence" and tax assessment activities. 

Main technological solutions

On the basis of its skills and of the experience deriving from more than thirty years' work, Sogei has prepared for its clients many different solutions designed to improve both the internal operation of offices and the relationship between the Financial Administration and citizens.

 

SERVICES 

Specialist and professional services

The specialist professional services essentially involve training and educating personnel on the applications issued, assistance on the functions, and technical assistance on the equipment installed and on the network, the global management of the data centers (CEDs), the printing and dispatch of tax code cards, as well as services to control national gaming and the national Totaliser service.

 

Health Card

The applications in this area support the overall management of the procedures on "Measures to monitor expenditure in the health sector and the appropriateness of health service prescriptions" required by Article 50 of Italian Law no. 269 of 30th September 2003, modified with amendments by Italian Law no. 326 of 24th November 2003 and subsequent amendments.

 

Public gaming

Gaming control systems and the National Totaliser are the two main IT solutions that Sogei has created and manages for the Autonomous Administration of State Monopolies.

These technological solutions, centralised for the entire Country, allow for the functioning of the complex "public gaming" sector.

 

SECURITY AND PRIVACY

Information Security Management System

To guarantee the protection of the corporate information assets and of its clients, in keeping with the Code of Ethics adopted, Sogei has defined its own Information Security Management System, modelled on the basis of standard ISO 27001, governance of which is entrusted to a special Committee which makes use, operationally, of a specific technical secretariat.

IT Security

The field of information technology security includes all the measures designed to protect the IT resources and data present in the Tax Register.

Physical Security

Given the specific nature of the data contained and their significance for the implementation of the tax and economic policies of the country, Sogei must ensure adequate levels of physical security for the Tax Information System, which it achieves by procedures and instruments which physically protect the places in which it operates and the tax information.

  

WORLDWIDE 

Sogei in the international scenario

Since the Nineties, Sogei has been active internationally with the purpose to disseminate the best practices developed during its over thirty years' experience in the taxation sector. With the 2009 Guidelines of the Ministry of Economy and Finance, Sogei has further strengthened its international mission to share the knowledge acquired in tax processes automation at local and international level.

Over the years, Sogei achieved accreditation with:

-Galileo Services, association for the promotion of services and activities connected with the European Galileo programme (since 2004)

-the World Bank, as a member of DACON, the service consultants and providers database (since 2007)

-the Ministry of Foreign Affairs, as a "Mandated Body", in order to participate in twinning with administrations (since 2008)

-the Interamerican development bank, as advisor and service provider (since 2008)

-the European Parliament , as a qualified expert in e-Government (since 2009).

 

Technical Offer

Thanks to the skills developed in the realisation of the IT taxation system in Italy, Sogei can offer e-Government and e-Governance solutions, providing the following services:
