The 2nd of October 1991 is considered to be the day of establishment of RA Tax Inspectorate (As per the RA Council of Ministers Decree No585 as of 02 October 1991, State Tax Inspectorate under the Council of Ministers of the Republic of Armenia was established).
Mr. Suren Sahakyan was appointed acting Head of RA STI (As per the RA Council of Ministers Decree No 586 as of 02 October 1991).
As per the Order No46 of the RA Minister of Finance as of 08 October 1991, 1449 employees of RA Ministry of Finance were transferred to service in RA STI, including 57 people, who were transferred to the central apparatus.
From 10 February 1992 Mr. Husik Harutyunyan was appointed Head of State Tax Inspectorate (RA President’s Decree No 76 as of 12 February 1992).
By the RA STI Order No 140 as of 01 May 1992 the structure of RA STI was established.
From 25 January 1993 Mr. Suren Sahakyan was appointed Head of State Tax Inspectorate (RA President’s Decree No 190 as of 25 January 1993).

From 16 November 1994 Mr. Pavel Safaryan was appointed Head of State Tax Inspectorate (RA President’s Decree No 396 as of 16 November 1994). From 26.07.95 to 20.10.95. Mr. P. Safaryan was a Member-Minister in RA Government.
The Charter and the Structure of the Central Apparatus of RA State Tax Inspectorate were established by the RA Prime-Minister’s Decree No 271 as of 10 May 1996.
From 29 January 1997 Mr. Artashes Tumayan was appointed Head of State Tax Inspectorate (RA Prime-Minister’s Decree No 32 as of 29 January 1997).
According to the RA President’s Resolution No287 as of 15 June 1996 on “Making changes in the structure of RA Government”, the Ministry of State Revenues was established in the structure of RA Government. Mr. Smbat Ayvazyan was appointed Minister of RA Ministry of State Revenues.
Armenia’s customs system was established on January 4, 1992 by presidential decree. During the first years of its activity it operated as a customs department. From July 1999 it was incorporated into Armenia’s Ministry of State Revenues.
The Charter of the RA Ministry of State Revenues and the Structure of the central apparatus of RA Ministry of State Revenues were established by the RA Prime-Minister’s Decree No 425 as of 15 July 1999.
According to presidential decree No 287 of June 15, 1999 “On making amendments in the structure of the Government of the Republic of Armenia”, the Ministry of State Revenues was formed within the government structure. Smbat Zh. Ayvazyan was appointed minister of state revenues of Armenia.
The Charter of the Ministry of State Revenues and the Central Apparatus of the Ministry of State Revenues were approved by prime minister’s decree No 425 of July 15, 1999.
On May 20, 2000, Gagik Kh. Poghosyan was appointed minister of state revenues of Armenia (presidential decree No 586 of May 20, 2000 “On appointing members of Government of RA”).
On November 6, 2000, Andranik Ye. Manukyan was appointed minister of state revenues of Armenia (presidential decree No 714 of November 6, 2000).
According to government decree No 603 of July 6, 2001 “On establishing a state customs committee of the Government of the Republic of Armenia”, customs department was split off from the Ministry of State Revenues and the State Customs Committee of the Government of Armenia was formed.
On July 6, 2001, Yervand V. Zakharyan was appointed chairman of state revenues of Armenia (presidential decree No 885 of July 6, 2001).
The charter of the Ministry of State Revenues of Armenia and the Central Apparatus of the Ministry of State Revenues of Armenia were approved by prime minister’s decree No 535 of July 17, 2001.
By presidential decrees, Ministry of State Revenues was re-organized by restructuring into State Tax Service of the Government of Armenia (decree NH-1202-N of November 13, 2002) and Yervand V. Zakharyan was appointed head of service (presidential decree No NH 1204-A of November 13, 2002).
By presidential decrees, State Customs Committee and State Tax Service of the Government of the Republic of Armenia were re-organized into State Revenue Committee of the Government of Armenia by merger (decree NH-226-N of August 20, 2008), and Gagik Khachatryan was appointed chairman of the State Revenue Committee (decree NH-228-A of August 20, 2008).
On May 8, 2014, state administrative agencies of the Staff of the Ministry of Finance of the Republic of Armenia and the Staff of the State Revenue Committee of the Government of the Republic of Armenia re-organized by merger, forming the state administrative agency of the Staff of the Ministry of Finance of the Republic of Armenia. Gagik Khachatryan was appointed minister of finance of the Republic of Armenia.
By presidential decree NH-213-N of March 1, 2016, Ministry of Finance reorganized by splitting off of the State Revenue Committee of the Government of the Republic of Armenia.
By presidential decree NH-216-A of March 3, 2016, Hovhannes Hovsepyan was appointed chairman of the State Revenue Committee.
By presidential decree NH-1094-A of October 8, 2016, Vardan Harutyunyan was appointed chairman of the State Revenue Committee.
According to Law HO-260-N of March 23, 2018 “On state administration system authorities”, the State Revenue Committee under the Government of the Republic of Armenia functions as State Revenue Committee starting April 9, 2018.;
By Decision No 563-A of May 17, 2018 of the Government of RA, Davit Ananyan was appointed chairman of the State Revenue Committee.
By Decision No 903-A of June 5, 2020 of the Government of RA, Edvard Hovhannisyan was appointed chairman of the State Revenue Committee.
By Decision No 1254-A of August 3, 2021 of the Government of RA, Rustam Badasyan was appointed chairman of the State Revenue Committee.
