Surrey Paving & Aggregate Co Ltd offers basic construction and hot mix asphalt paving for car parks, parking lots, subdivision roads, driveways, tennis and other sports courts, major roads, and slipform concrete paving.

The Chang family has been in construction in Jamaica for nearly four decades. In 1967, the late Clarence Chang, a land surveyor, started a construction company building schools, pipelines and roads. This company evolved in the 1970s and Surrey Paving & Aggregate Ltd was incorporated in 1994. Buying new and more sophisticated plant equipment, the company began competing for internationally tendered major projects. These included contracts funded by the  International Bank for Reconstruction and Development, the Inter‐American Development Bank, Government of Jamaica, the OPEC Fund, the Kuwaiti Fund and the European Union. 

Surrey has since been involved in most major road construction and infrastructure projects in Jamaica, including construction of bridges, local housing developments, airports and terminals, water mains, sewer lines and asphaltic surfacing. Today, Surrey remains a family‐controlled private enterprise that is extremely responsive to customer needs. 

The team comprises of regional and international professionals. Contributing the skill set in the fields of engineering, quantity surveying, accounts, land surveying, plant management, fleet management and operations.
