A local authority grouping together the 393 municipalities of Ain
The Ain Inter-Communal Energy and E-Communication Syndicate is a public inter-municipal cooperation organization (EPCI) set up by prefectoral decree of 11 March 1950. It groups together the 393 communes of the department of Ain for a total population of 643,309 inhabitants.
Its operation is identical to that of a local authority: Budget - M14 - Personnel under the FPT (Territorial Public Service) - Deliberations - Orders - Code des Marches Publics - Code général des collectivités territoriales. The SIEA's original competence is everything related to electricity and its use. Concession authority, it owns the distribution networks of electrical energy.
Its action is reflected in technical advice and financial participation with regard to electricity but also within the framework of the optional competencies that are its own and that it exercises at the express request of the municipalities.
Areas of Expertise
Today, the activities of SIEA concern the following areas:
1. Electrification
- the concession control,
- network reinforcement and extension works,
- the erasure of networks, with the underground, to improve the aesthetics of the environment.
2. Public lighting
- network extension and modernization works,
- network maintenance,
- enhancement actions by lighting.
3. Electronic communication
- the project management of the equipment,
- the management of the corresponding services,
- the development of a very high speed network.
4. Geographic Information System (GIS)
- setting up the digitized cadastre,
- technical assistance provided to municipalities,
- financial aid for the purchase of computer equipment.
5. The gas
- the concession control,
- the exercise of the rights of the municipalities with the concessionaires,
- the signing of concession contracts,
- feasibility studies of network extension works.
Energy service
SIEA supports municipalities in order to better control their energy consumption, by following three axes:
- monitoring consumption of public lighting and communal buildings,
- help with controlling and optimizing energy consumption and expenditure,
- A mission of consulting and assistance of the communities in the sector of the control of energy and the use of renewable energies.
