About

The Tamil Nadu Road Sector Project I was implemented through World Bank loan assistance at a total project cost of Rs. 2442 Crore from 2004 to 2012. The works taken up under the project included - Up gradation of 725 Km of roads, Enhanced Maintenance of about 1033 Km of roads, Road Safety, Black Spot Improvement Works and Institutional Development etc.

Government has formed Tamil Nadu Road Sector Project II in the year 2013 with an aim to upgrade high intensity traffic road corridors in the State. The Tamil Nadu Infrastructure Development Board (TNIDB) under the Chairmanship of Hon’ble Chief Minister has allotted an amount of Rs. 65 Crore for carrying out DPR Preparation for a length of 2079 km. DPR preparation for the selected roads have been taken up through five Consultants and the DPR preparation is nearing completion. World Bank appraisal mission for the initial phase of the project was completed in mid December 2014 and loan agreement signed in May 2015.

The objective of the project is to plan and design State Core Road Network (CRN) for a total length of 1153.967 km through the below mentioned initiatives.

427.967 km length of road - EPC contracts in 10 packages.

146.460 km length of road -PPP contracts in 3 packages.

579.540 km length of road - OPRC contracts in 2 packages.

ENGINEERING PROCUREMENT & CONSTRUCTION (EPC) CONTRACTS

427.967km of roads have been taken at a cost of Rs. 1704.91 crore for widening and upgrading to 2 lane paved standards under EPC mode with 5 years of maintenance.

Out of 10 packages, 9 packages EPC 01, 02, 03, 05, 06, 07, 08, 09 & 10 have been completed. For EPC 04 package, Contract terminated on 01.11.2018. Tender for the balance quantity invited and the same has been opened on 30.09.2019. The Tender Evaluation is under process.

OUTPUT AND PERFORMANCE BASED ROAD CONTRACTS (OPRC)

The roads improved under TNRSP I viz. Arcot - Thiruvarur & Nagapattinam - Tuticorin have been taken for maintenance under OPRC at a cost of Rs.220.07cr. The length of roads is 579.540 km and the maintenance period is for 5 years. 4th year Maintenance work is under progress

PUBLIC PRIVATE PARTNERSHIP (PPP CONTRACTS)

Roads are to be upgraded to four laning for 146.46 km on Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) basis on Modified Annuity model which includes 18 months to 2 years years of construction period and 8 years maintenance period in 3 packages viz PPP 01, PPP 02 and PPP 03.

PPP 01:SH15 (30.60 km) – tender invited and opened on 09.12.2019 and its under scrutiny.

PPP 02:SH37 (70.20 km) – for 70.20 Km length of Oddanchatram to -Avinashispalayam Road Concession Agreement was signed on 23.03.2018 and the work is in progress.

PPP 03:SH39 (45.66 km) – For 45.66 length of Tirunelveli to Tenkasi road Concession Agreement was signed on 28.03.2018. The Concessionaire had not furnished the performance security and hence the contract was annulled. Tender floated on 20.11.2019 and will be opened on 23.01.2020

World Bank - Additional Loan Proposal & Engaging consultancies for preparing detailed project reports.

Preparation of Detailed Project Reports for a length of 3319Km are being now taken up under TNIDB fund assistance of Rs. 132.70 Cr. Out of this 3319 Km, in first phase, 1181.635 Km have been taken up in 5 packages viz, PPC 06, PPC 07, PPC08, PPC 09 & PPC 10 and selection of DPR consultancy for PPC 06 has been completed and for PPC 07 to PPC 10 is under progress. Out of 1181.635 Km length around 107 Km length of roads have been identified for the World Bank Additional Loan and the loan assistance has been confirmed vide World Bank letter dated: 11.10.2019.
