Test Consultants, Inc. (TCI) was established in 1968 by a group of professors from the College of Engineering, University of the Philippines. It was formerly known as Technics, Evaluation, Simulation, and Testing Incorporated (T.E.S.T. Incorporated). Initially organized to provide mainly testing and evaluation services, the company was transformed into an engineering consulting firm in 1972 together with the change into its present name.

Since 1972, TCI’s multi-disciplinary staff of engineers, scientists, managers and economists have provided comprehensive services including design of water pollution control facilities, design of air, odor and noise pollution control devices; undertaking environmental impact assessment studies, solid waste management studies, design of water supply and sewerage systems, feasibility studies, detailed engineering designs, project management, construction supervision, plant start-up and commissioning, training, consultation and evaluation.
