Human Resource Planning
Human Resource Planning is at the centre of CEI’s recent activates. In the past, policy makers used manpower planning to help identify their skills and employment needs. However, it has been generally recognized that labour markets are more complex than previously assumed and that manpower planning is not effective in the global economy.
TVET and Skills Development
Over the past 10 years, the developing world has experienced a growth in the provision of technical and vocational education and training (TVET) and skills programs. In part, this growth is due to increased investments in skills development and TVET by governments and donors who view it as a solution for the many complex socio-economic problems that face developing countries.
Labour Market Analysis
For any HRD or skills policy to be effective it must be based on timely, accurate and valid labour market information (LMI). The provision of LMI, perform a number of varied and important tasks. One of the first tasks of labour market information is to understand what type of skills are in demand, both within the domestic economy and in the regional or global labour markets.
Support for Employment
Employment and industrial policy are a central component of an effective and responsive labour market. Only recently have middle income countries started to tackle the whole area of employment promotion and what are the most effective polices.
Education
Education provides opportunities for the world’s poorest children by giving them the skills to gain employment and earn an income, increasing productivity in communities. If all students in low-income countries left school with basic reading skills, 171 million people could be lifted out of poverty. This would mean a 12 per cent cut in global poverty.

Strategic research is at the heart of any successful labour market reform. CEI has a proven track record of undertaking high quality research for a different donors and governments around the globe. This has involved using a number of innovative techniques, ranging from methods to calculate MDGs requirements for human resources, to the construction of forecasting models for predicting future skill needs in other sectors.
