The Global Health Assurance Partnership (GHAP)

The GHAP Team has broad experience in working with International Agencies and National Authorities, helping to identify those involved in the trade in illicit medicines and health products, and providing supply chain strengthening solutions. Core Team GHAP’s Executive Director has over a decade of international experience managing complex projects for major international organizations including the United Nations and the World Bank. He previously led the Global Fund’s efforts to proactively respond to issues of diverted and falsified medicines and health products between 2013 – 2016. GHAP’s Senior Advisor for Technical Assistance and Capacity building is a former US Department of Justice official with a 25-year pedigree managing complex global investigations and building capacity in African national law enforcement agencies. GHAP’s Senior Advisor for Policy and External Affairs served in USAID and the US State Department as the Deputy for Africa. GHAP’s Senior Advisor for Analysis is a former Australian Law Enforcement Officer and served as a Senior Intelligence Analyst with the United Nations International Criminal Tribunal for the former Yugoslavia (ICTY) and the Special Tribunal for Cambodia. Collectively, GHAP’s Core Team have amassed over 100 years of hands-on partnership building and results-based experience within the fields of public health, diplomacy, law enforcement, sustainable development and the military. GHAP’s core staff have worked in the public and private sectors, and maintain the in-depth experience of working in International Organizations, government service, private sector consulting, and non-profit strategic planning and capacity building. Technical Assistance and Capacity Building GHAPs Technical Assistance and Capacity Building Teams comprise former special agents, intelligence analysts, UN investigators, military personnel, prosecutors, and judges. These personnel have decades of experience of working in a coordinated Inter-Agency manner, developing cross-functional teams, long-term embedding, mentoring and guiding national authorities, and establishing specialist Task Forces. These skill sets when deployed in support of National Medical and Regulatory Agencies (NMRAs) and associated specialist National Agencies have repeatedly proven effective in helping to develop successful nationally-led responses to the trade in substandard, falsified, and diverted medicines and health products. Regional Teams GHAP’s decentralized approach emphasizes regionally based hubs that can project Market Assurance Review (MAR) and Supply Chain Assurance Review (SCAR) teams into countries throughout sub-Saharan Africa. Over 50 regionally based personnel are established in the region, with offices in Ghana, South Africa, Tanzania and Uganda. Regional teams have past experience in auditing, public health, NMRAs, international organizations, law enforcement and the military. GHAP’s regionally based staff are locally sourced, operate confidently in English, French, and Portuguese speaking countries, and are adept at moving seamlessly from urban to rural locales. Facility with local customs and languages helps teams operate efficiently and effectively in challenging environments. GHAP’s regional presence promotes rapid responses to supply chain assurance review requirements and leverages existing organizational infrastructure.
