About

The Implementation Unit of the World Bank Project for Improving Competitiveness (UIPAC) is a public institution created under the Ministry of Economy (Government Decision no. 895 of 25.08.2005) to manage the funds granted to the Government of the Republic of Moldova by international donors in order to improve the entrepreneurial environment and implicitly, the socio-economic development of the Republic of Moldova.

During 2006-2013 UIPACsuccessfully implemented a pilot project to improve competitiveness (PAC), worth 38.3 million. USD, amount granted by the International Development Association (World Bank) and the Government of Japan. The main objective of the PAC was to provide technical assistance and investment financing to strengthen the competitiveness of Moldovan enterprises by implementing regulatory reform and improving the business environment, modernizing the quality infrastructure system, access to financing and supporting enterprises that request the implementation of quality management and development systems of the business.

In 2014, the Ministry of Economy with the support of the World Bank launched the second project to improve competitiveness (PAC II) worth approx. 45 mln USD, the management of which was also transferred to UIPAC . This program will strengthen the results of the competitiveness improvement project (PAC I), with the objective of improving the competitiveness of domestic enterprises, especially small and medium-sized enterprises by improving the regulatory framework in the field of entrepreneurial activity, facilitating access to medium and long-term financing , and, consequently, also on new markets.

UIPAC coordinates the activity of the teams of consultants employed to provide assistance to the beneficiary institutions, to identify solutions regarding the generation of the necessary conditions for carrying out the proposed reforms and accelerating the formation of a healthy entrepreneurial environment, compatible with the Western/Anglo-Saxon one. Through the variety of its activities, UIPAC wants to become in the future a 'hub' between different private actors involved in the development, management, production of Moldovan goods and their export to increasingly varied markets, and the public institutions responsible for the creation and continuous modernization of the legal framework in the field of entrepreneurship.
